Plaintiff, Admiral C. Vaughan, whose business consists of leasing coin operated amusement machines to proprietors of restaurants, bars and similar establishments in the City of New Orleans, instituted this suit against various city and state officials,1 endeavoring to enjoin the defendants from destroying a coin operated machine which was leased to the owner of the Fiesta Bar and confiscated therefrom by New Orleans police...
