This is an appeal by the defendant from a judgment, in favor of plaintiff and intervenors, making permanent a preliminary writ of injunction previously issued. The judgment granting the preliminary injunction was also appealed to this court and was affirmed (City of New Orleans v. Cantelli, La.App., 91 So.2d 609).
