This is a declaratory judgment action. The appeal poses the question of the constitutionality of LSA-R.S. 47:646, which provides for the distribution of the severance tax allocated to the various parishes among the governing authorities thereof in proportion to the amount of ad valorem taxes payable to each governing authority.
