The Republic Cuba instituted this action in the Civil District Court, Parish of Orleans, against Mayan Lines, S.A., a Panamanian Corporation; the Civil Sheriff of the Parish of Orleans, Llewellyn J. Scanlon; and the Clerk of the Civil District Court, Orleans Parish, Thomas S.
