In November, 1959, the plaintiff, who is the police commissioner of the city of Boston, gave to the defendant Dorgan Electrical Company (Dorgan) six orders for the performance of various types of electrical work at police headquarters. Each order called for a payment of less than $1,000. The total amount of these orders was $5,757.91.
