The parties to this appeal, as described in the amended complaint and in the opinion in case No. 13876 this day filed herein, continue to be referred to in this opinion as the Organizations and the Carriers.

On August 8, 1962 the district court, by its final order, denied a second motion for a preliminary injunction made by the Organizations, which sought to enjoin the Carriers from putting into effect promulgations of revisions...
