Appeal by Milo A. Johnson from an order of the District Court of Meeker County establishing Judicial Ditch No. 17 in Meeker and Kandiyohi Counties, part of which order determined:

"That it is not necessary in this proceeding that there be compliance with M.S.A., Section 106.511 and the motion for such compliance and for a stay of proceedings herein is denied."
