During the year 1957, and thereafter, the city of Harper Woods engaged in a program of street improvement, establishing some 37 districts in connection therewith. Special assessments were levied in each district in accordance with charter provisions, and bonds were issued and sold to raise funds for the financing of the work. Plaintiffs in the instant case are residents and property owners in defendant city against whose property assessments...
