W. Prentis Bass brought suit against the City of Snyder seeking to recover the value of street pavement and sewer lines placed in a subdivision while it was outside the city limits. Plaintiff was the developer of the subdivision and brought this suit after the area had been annexed by the city. He also sought a mandatory injunction to require the city to extend certain water lines within the subdivision...
