O.E. Saugstad, James Quirk and William Kimball were tried by a jury on six counts, each charging a conspiracy to file false reports with the Department of Motor Vehicles and two counts of conspiracy to obtain money by false pretenses. All were found guilty of the six counts charging a violation of section 182, subdivision 1, of the Penal Code, in that they conspired to violate section 20 of the Vehicle Code by making a report of sale of a new vehicle...
