On August 7, 1961, the Council of Portage Borough adopted ordinance 239, which, inter alia, provides:

"SECTION I: The word `signs' as hereinafter used shall apply to and mean billboards, signs erected upon the ground, signs erected upon roofs of any and all structures, signs erected upon or attached to fences, signs painted upon or decorated upon or attached to walls of structures...
