The jurisdiction of the Court of Special Sessions of the City of New York to accept defendant's plea of guilty to the offense of disorderly conduct and to convict him thereupon depended upon compliance with the provisions of subdivision 9 of section 31 of the New York City Criminal Courts Act. Here, there was a failure to substantially comply with such provisions. Particularly, there was a failure here on the part of the Assistant District Attorney to state in open court...
