This matter comes before the court on a petition for hearing de novo, the circumstances under which Isiah Troy's motor vehicle operator's privileges were suspended by the Secretary of Revenue of this Commonwealth.

On August 21, 1961, Isiah Troy's operating privileges were indefinitely suspended. The alleged basis was his failure to successfully complete "a special operator's examination."
