The respondent Bock, a fireman of the Town of West New York in the classified service, was dismissed from his position by the appointing authority after a hearing on charges. He appealed to the Civil Service Commission which, following a de novo hearing, reduced the penalty to suspension without pay for a period of approximately 15 months.
