In 1958 appellant Sica, owner of a bar and café, filed an application for a public dance hall café and café entertainment permit. After a hearing before a hearing examiner of the board of police commissioners the examiner submitted to the board his proposed findings and recommendation that the permit be granted; the board rejected the same and denied appellant's application.
