This is a petition filed by the Attorney General against the State Comptroller and State Treasurer invoking the original jurisdiction of this court, pursuant to Code, § 8-714, to determine the validity of Chapters 194 and 195 of the Acts of Assembly of 1962. The respondent officials advised the Attorney General, in writing, that they entertained doubt as to the constitutionality of these Acts...
