Thompson, Jr., a teacher of academic subjects in the Phelps Vocational High School, sued the Board of Education of the District of Columbia and the Superintendent of Schools in the United States District Court, asking it to declare him entitled to be placed in a higher salary bracket and to grant appropriate affirmative relief.
