JONES, Circuit Judge.

The appellee, George B. Jacobs, was driving his car and towing a boat on a trailer. He was stopped at an intersection by a red traffic light. A mail truck owned by the United States and operated by an employee of the Post Office Department was driven into the boat and Jacobs was injured. He sued the United States under the Federal Tort Claims Act, 28 U.S.C.A. § 1346(b), and recovered judgment on March 23, 1961, for $23,600 and costs, "and...
