This taxpayer's representative action challenges the proposal of Elliott County to issue $100,000 of bonds to finance the erection of a courthouse and complete the construction of a jail.

The judgment approved the proposed bonds to be issued in accordance with the fiscal court's orders and terms, which contained the condition that the bonds would not be issued unless and until they shall have been approved by the County Debt Commission...
