On March 15, 1961, Dallas O. Williams shot and killed two men. He was committed to St. Elizabeths Hospital under 18 U.S.C. § 4244 for mental examination to determine whether he was competent to stand trial. That examination disclosed that he was competent and the District Judge so found. A seven-day trial followed, during which Williams relied primarily on the defense...
