We find in the record in this proceeding, contrary to the report of the Official Referee, ample evidence to sustain certain of the allegations of the petition. It is alleged therein (par. 18) that respondents entered into a conspiracy with one Floyd Barnes, then Chief of Police of the Town of Hamburg for the solicitation of personal injury and property damage accident cases by Barnes and the referral thereof...
