This appeal is from the denial of a motion to vacate sentence under 28 U.S.C. § 2255. Appellant Frand was convicted by a jury in the United States District Court for the District of Kansas on a charge of interstate transportation of a stolen motor vehicle in violation of 18 U.S.C. § 2312 and sentenced to a four-year term.
