The appeal requires an interpretation of our Employment Security Law (G.S. c. 96) and the application of that interpretation to the facts.

These are the facts: Swift had for many years operated a plant at Rocky Mount. It built a new and larger plant at Wilson. In the fall of 1958 it began to reduce its operation at Rocky Mount.
