This appeal involves an action brought by the Government to recover penalties from the defendant-appellees under the provisions of the Agricultural Adjustment Act of 1938, as amended, 7 U.S.C. § 12811 et seq., and the administrative regulations. From the stipulation filed in the Court below it appears that the tobacco acreage allotment on farm number 7413 in Pittsylvania County, Virginia, owned by the defendant...
