Section 4(c) of the Natural Gas Act of 1938, 52 Stat. 821, as amended, 15 U.S. C.A. § 717 et seq., requires natural gas companies subject to regulation to file with the Federal Power Commission schedules of rates and all contracts which in any manner affect or relate to rates.
