Order reversed on the law and the facts, without costs; petitioners' petition granted; determination of Board of Elections annulled; nominating petition declared to be invalid; and Board of Elections directed not to include on the ballot the candidates (the said seven respondents) designated in such nominating petition. Findings of fact insofar as they may be inconsistent herewith are reversed, and new findings are made as indicated herein.
