Mary Cataldo, widow of Louis Cataldo, a member of the State contributory retirement system, has applied for allowance of the benefits provided by G.L.c. 32, § 9 (1).

Her application was denied by the State board of retirement and on her appeal, by the contributory retirement appeal board. She filed a petition for review in the Superior Court, G.L.c. 30A, § 14, which affirmed the decision of the appeal board. The case is before us on...
