The plaintiffs are the owners of property in Milford in the vicinity of Orange Avenue. They filed protests against changing the zone classification, from R-30 to R-18, of property owned by the defendants Harold and Jeannette Woodruff. The planning and zoning board of Milford, in this instance acting as a zoning board, granted the Woodruffs' petition, and the plaintiffs appealed to the Court of Common Pleas.
