PAOLINO, Justice.

These are criminal complaints. In the first case the defendant Bernard J. Diggins is charged with exceeding the speed limit in Rogers Williams Park in violation of a traffic ordinance of the city of Providence. He filed a plea in abatement to which the state filed a replication. After a hearing thereon the superior court denied the plea, and after trial the defendant was found guilty. The case is before this court only on the defendant's exception...
