The original plaintiffs were three residents and taxpayers of Danbury, each of whom holds a package store liquor permit covering premises in Danbury. Subsequently, the city of Danbury and three members of the standing committee on health, buildings and encroachments of the common council of Danbury were allowed to, and did, intervene and file a separate complaint.
