Appellant, Howard Jones, is a member of the City Council of London, a city of the fourth class. The city has under KRS 96-350-96.510 acquired a water system and established a Utility Commission to manage it. The Utility Commission is composed of four residents of the city and a member of the City Council, all of whom were appointed by the mayor with approval of a majority of the voting members of the Council.
