On November 19, 1958, the City of Hampton, appellant, filed its bill of complaint against P. V. Stieffen, appellee, to enjoin him and his agents from blocking and obstructing the free use by the public of a portion of Second street, between Pembroke avenue and Point Comfort avenue, in the Buckroe Beach area of the city. A temporary injunction was awarded appellant requiring appellee to remove the obstructions. The injunction was permitted to expire...
