Plaintiff's petition in substance alleges that he is entitled to registration in Iowa as a professional engineer, under the provisions of Chapter 114 of the Code of 1958, I.C.A., and that the defendant State Board of Engineering Examiners, hereafter referred to as the board, has wrongfully refused to so register him.
