This is a declaratory judgment suit challenging the validity of Chapters 128 and 129 of the Acts adopted by the General Assembly at its regular biennial session in 1960 (House Bills 274 and 275, respectively), which provide for the acquisition and compulsory use of voting machines by the several counties.
