This is an appeal from a summary judgment of dismissal of appellants' claim against the state for damages under Art. 1, § 16, of the state constitution. The action was brought in Thurston County Superior Court, appellants alleging that the compensation awarded in a prior condemnation action in Grant County was based upon certain highway construction plans, and that they were entitled to further damages because of a later change in those plans.
