Pursuant to the provisions of § 22-161.1 ff. of the Code of 1950 (1960 Cum.Supp.), Randolph Howard and others filed their petitions in the court below alleging that they were "not less than ten per centum of the number of qualified voters voting in the last preceding presidential election in Alleghany county," that they were of opinion that certain real estate known as the "Talbott site" and recently deeded to the County School...
