In this action, the Government sought to recover from the Utah State Board for Vocational Education and the State of Utah, the sum of $17,500, which had been paid to them from federal funds under the provisions of a series of acts passed by Congress between 1940 and 1945.1 These acts were passed under the Federal Emergency Defense Program.
