ROBERTS, Justice.

These are two petitions for certiorari to review certain actions of the respondent bureau of licenses. In one case the petitioner seeks a review of the bureau's denial of his application for a license to conduct a junk shop at 601 Huntington avenue in the city of Providence. In the other case he seeks a review of the action of the bureau in limiting to lot No. 197 on plat No. 43 the license granted him to conduct a secondhand store...
