Ewell, having been held responsible for an automobile accident and being unable to pay the resulting damages, his automobile driver's license was suspended by the Commissioner of Motor Vehicles of Maryland. Thereupon, to comply with the requirements of the Maryland "Motor Vehicle Financial Responsibility" law and to have his license restored, Ewell applied to Citizens Casualty Company of New York for a policy.
