This is an appeal by the United States from a judgment entered against it in an action under the Federal Tort Claims Act. Title 28 U.S.C. §§ 2671-2680. The plaintiffs are a father and his minor son who were civilian residents of Portsmouth, New Hampshire. The son, who was fifteen years old at the time, was injured under the following circumstances while on government property annexed for administrative purposes to the Portsmouth Naval...
