On March 24, 1958, Haley filed five applications for noncompetitive oil and gas leases under § 17 of the Mineral Lands Leasing Act of 1920.1 The lands embraced in the applications are situated in southeastern Utah in Township 422 South, Range 19 East, are unsurveyed, and lie within the exterior boundaries of the Navajo Indian Reservation.
