Respondent, an agency of the Republic of Uruguay, filed an exceptive allegation to the libel on the ground that the bill of lading sued upon provides that any claim for loss of cargo or damage thereto must be filed with a court of competent jurisdiction in the City of Montevideo, Uruguay.
