In this appeal there is involved the validity of that portion of the Alaska Employment Security Act which gives the State a lien for unpaid employment security contributions, not only on the employer's property, but also upon "all the real and personal property used with the permission of the owner thereof in prosecuting the business of the employer."1 The district court found this quoted portion of the statute...
