The State's Attorney of Lake County filed suit in the circuit court to foreclose general tax liens on a number of vacant lots in the village of Lake Bluff. Service was had upon the several owners, they were defaulted and a decree of foreclosure was entered. Bids of less than the full amount of taxes, penalties and interest were made by individuals for various lots, whereupon the county...
