The relator, a prisoner in the Pennsylvania State Correctional Institution at Philadelphia, petitions this Court, in forma pauperis, for a writ of habeas corpus under the provisions of 28 U.S. C. § 2241(c) (3), having exhausted his state remedies1 as required by 28 U. S.C. § 2254. We appointed able counsel to represent him gratuitously, and he has done a commendable job. A hearing has been held on the merits...
