Dallas G. Perkins sued Honorable Reed Ingalsbe, County Judge of Taylor County. He sought to have the District Court issue a writ of mandamus compelling the County Judge to accept the returns of an incorporation election and make an entry upon the records of the Commissioners Court showing that the town of Impact is incorporated.
