BRUNE, C.J., delivered the opinion of the Court.

This is a shopping center zoning case in which the Circuit Court for Anne Arundel County held the reclassification of 18.5 acres of land from Agricultural to Light Commercial and of .6 acre from Agricultural to Heavy Commercial was invalid. The appellant, West Ridge, Inc., is the owner of the land; the appellees are neighbors who objected to the reclassification. Their standing to sue is conceded.
