Since 1950 the Commonwealth Edison Company has proposed, and the Illinois Commerce Commission has approved, several changes in Edison's rate structure which were designed to eliminate bulk sales of electricity to owners of multiple dwellings and office buildings who in turn furnish the electricity to their tenants.
