The only question here presented is the constitutionality of Act No. 2 of the Second Extraordinary Session of 1960.

This Court will not ordinarily exercise its supervisory jurisdiction in cases such as this. Nevertheless, because of the statewide and extraordinary public interest and importance, and for the reason that the public fisc is involved, we deemed it advisable to consider this matter.
