OPINION BY MR. CHIEF JUSTICE JONES, April 19, 1960:

On January 29, 1958, The Inquirer, Philadelphia's morning newspaper of wide circulation, published the following under the headline "$900,000 TRASH DEAL `SPLIT' FOR COMMISSIONERS PROBED":

"The Delaware county District Attorney's office yesterday began investigating a report that a $900,000 slice of the canceled $1,600,000 Upper Darby incinerator deal was earmarked for division among a number of township commissioners...
